Two hundred thousand people, and the figure has not moved since 1880. Political capital of the Heptarchy, patron city of Luzhar, Pride. Built on the ruins of Vehr Major, the second city of Veheran, where Teorbano III died on the wall in 1798.
The aesthetic decision: Karzhar is beautiful
Karzhar has no spikes, no skulls, no torches, no smoke. Karzhar is white. Marble salvaged from the Veherenic ruins, wide straight avenues, absolute symmetry, running water in open channels, geometric gardens, a square with a statue. The cleanest city on the continent, and the quietest for its size.
Urban geography
- The eastern Vychodstep steppe, on the bend of the river Vehr, on the rock spur where the citadel of Vehr Major once stood.
- An extreme continental climate: a scorching summer that sets the grass alight, a glacial winter, spring and autumn that last weeks. The city is laid out against the wind — avenues oriented to cut the easterly gale, which also makes them look, from above, like the rays of a crown.
- It has no wall. A canonical decision of weight: Luzhar forbade a wall at Karzhar as a sign of Pride. The city is defended by distance, by a field army, and by the certainty that nobody arrives. No soldier of the Order has ever seen Karzhar — the only image that exists on the continent is a drawing made from memory in 1841 by a rescued captive, and nobody knows whether it is faithful.
- Water: a Veherenic aqueduct from the century before the Cataclysm, restored and in use. The pact-bound drink from the work of their Christian grandfathers, and they know it, and they say so in speeches.
The two memories — and the one that is forbidden
The most important construction in the city is not made of stone.
Ethnic memory is public, official and cultivated. Karzhar teaches in its schools that its people are Veherenic; that Ivandir was theirs; that Veheran was the greatest power in the world; that the Order drew the Limbus Mundi and deliberately left them outside it; and that Vehr Major fell in 1798 because Aurum Roma sent no troops. Every one of those statements is true, and that is what makes the Heptarchy difficult to write well.
The national feast is the Red Hour, on 18 October, the same day the Order rings six hundred bells for Ivandir. Karzhar does not mock on that day — it mocks on the others. On the eighteenth there is real mourning, with the name of Ivandir spoken aloud and without irony.
Liturgical memory is a capital crime. The Veherenic Rite is the only thing punishable by death in Karzhar. Not Christian faith in general, not prayer, not the name of God — the Rite, specifically: the proper liturgy of Veheran, with its triple repetition, its archaic Latin, its fast.
The canonical reason is simple and terrible: it works. A pact-bound man who prays his own ancestors' Rite with genuine faith begins to break the pact. The Crowned of the Flesh discovered that in the 1820s, and the prohibition dates from 1831. People are executed for it in public, by summary judgement, three to six times a year.
The districts
I. The Crown (high spur)
Palace of the Satrap of Luzhar, Greater Inverted Temple, College of the Crowned of the Flesh. White marble, colonnade, monumental stairway. No grotesque imagery: the iconography of Pride is mirror, crown and the perfect human figure. Luzhar's own throne stands there and is empty — he has never sat on it, and the whole city is organised around the possibility that one day he will.
II. Avenue of the Seven
The ceremonial axis linking the Crown to the river. Seven embassies, one per patron city of the Heptarchy. Karzhar presides and the other six loathe it — the internal politics of the Heptarchy happen on this street.
III. Upper City
Pure pact-bound. Marble houses, school, theatre, garden. The most ordinary daily life this world has on the wrong side of the line: a bakery, a market, a wedding, a child walking to class with a satchel under one arm, an old man sitting in the sun. Many people here have never seen a demon up close. They know demons exist the way a peasant of the Order knows the One exists.
IV. Lower City
Lesser pact-bound and pact-bound servants. Workshops, tanneries, Black Mineral foundries, a large market. Poorer, livelier, noisier. This is where the ban on the Rite gets broken.
V. The Enclosure
A walled quarter — the only wall in the city — housing the bloodless servants: captives still human, awaiting a future pact. They are not theatrically mistreated. They are well fed, well dressed and expected. The city treats them as bridegrooms at a wedding already scheduled. That is worse than a dungeon, and it must be written as such.
VI. Old Vehr
The ruins underneath. Crypt, foundation, buried Veherenic streets, and the base of the wall where Teorbano III died, preserved and marked with a plaque — national pride, not a victory trophy. An annual pact-bound pilgrimage.
Power and religion
- Satrap of Karzhar: the highest political office, named by the Crowned of the Flesh and confirmed by a sign from Luzhar. Presides over the Heptarchy without ruling it — each patron city is sovereign in its own vice.
- The Crowned of the Flesh: the high pact-bound clergy. A college of twenty-one. The ones who actually decide.
- The Spoken: they channel a lesser demon for administrative function. Possessed bureaucracy — a Spoken signs, files and collects tax with a thing inside him. Routine, not horror.
- Black mass as official daily liturgy, in the Inverted Temple, with published hours, a bell, and compulsory attendance on feast days. It is not a clandestine cult: it is the state religion, with all the pomp and all the tedium of a state religion.
- The Four Mothers have no temple in Karzhar. The House of Daughters is autonomous and the Satrap holds no authority over it — a permanent canonical friction.
Economy
- Black Mineral, refined, arriving from Sathkar and the Tenebrum Sea. Karzhar does not mine; it processes and distributes.
- Steppe grain by forced agriculture, cattle, horses.
- Captives as a formal economic category, with a price, a contract and a register.
- Trade with the Limbus along the canonical route, and smuggling with Meridia across the Tenebrum Sea — paid in gold, received in Ardentine and iron.
- No innovation since 1880. Hell stalled too.
Aesthetics
Marble white, black, and the iridescent green of Black Mineral used sparingly, like a jewel. Crown and mirror on the coat of arms. Dark clothing of impeccable cut. Silence on the good streets. Running water audible in every square.
Karzhar frightens by being pleasant to live in. A scene here that looks like a lair has gone wrong.
