The nine canonical cities, and the decision that defines each one.
Urbanisation in Cross runs at around 16%, less than half the real Europe, and there is a reason: the largest city in the world died in one night in 1780. The Ivandir Doctrine taught the continent that density is a target, and set a de facto ceiling of 250,000 people.
Only two cities pass that ceiling — Aurum Roma, by theocratic exception, and Brithon, by insular exception. Brytonia never learned the lesson because Brytonia was never invaded.
