The hierarchy, the seven field classes, and the three deaths.

Hell declares fourteen million demons in legions. The Inquisition’s real count is four hundred to nine hundred thousand. It declares twenty times what it can put in the field — and the legions are not a lie: they are a memory of what existed before the Theomachy.

Because demons do not breed. They fell once, in a fixed number, and that number only drops. Everything follows: they cannot spend troops, the Limbus has been defensive since 1786, and the strategy is to corrupt rather than exterminate. Not out of theology — out of arithmetic.
