Why the breakdown matters: one cleric for every six thousand inhabitants would be far too thin for a theocracy that administers sacrament, tribunal and school. With the parish layer of four hundred and fifty thousand, the Order governs in fact — and the sentence of the thematic thread comes out stronger, not weaker:
