Real reference: standing armies of the nineteenth century in peacetime stood between 0.5% and 1% of the population. The total mobilisation of 1914-18 reached 4-6% — and exhausted economies in four years.
Narrative use: when a character asks why nothing advances, the honest answer is not theological. It is budgetary.
