I. The Emperor

Luzhar — the Proud, Emperor of Hell

The canonical detail is already in The seven Princes of Vice. Here in summary:

• Patron vice: Pride.
• Tradition: the Lucifer-analogue. He fell from Heaven before any other.
• Present status: diminished. Emperor de jure, weak in fact. After the Cataclysm of 1780, he failed to impose political unity on Hell. The 7 Princes act autonomously. The 72 Kings frequently disobey the Princes. The Four Mothers obey nobody.
• Why diminished: an iceberg-question. Hypotheses: weariness from the pre-Cataclysm prison; a shattering in breaking the Seals; confusion before the silence of God; a partial, unconfessed repentance.
• Appearance in the field: rare. He periodically flies over Seal I (the Solar Range) — sighted by contemplative monks. When he appears in Pandæmonium (the terrestrial infernal capital), the subordinate demons prostrate themselves, but do not obey.
• Capital: Pandæmonium (terrestrial) + the Fallen Throne (dimensional, in Hell proper).
• Patron pactuary city: Karzhar, the political capital of the Heptarchy.

V. Fallen Watchers (Watchers — the Enochic tradition)

A special category. Technically they are rebel angels of the 9th choir (Angels) who fell by the Enochic tradition — before the fall of Luzhar and the greater demons. They keep a partial angelic aspect. They do not obey the Emperor Luzhar nor the 7 Princes nor the Four Mothers. An autonomous faction within "Hell in the broad sense".

The real Enochic tradition: 20 chief Watchers listed in 1 Enoch. Canonical adaptation: 9 living Watchers in 1890 (of 20 original; some died in the Cataclysm while breaking their own Seal).
