1. Where it is
44° to 45° N, an archipelago in the middle of the Mare Chori — the inland sea that cuts the continent east to west. Small islands, a lagoon, 412 bridges.
The two facts of position that decide everything:
- It lies in the middle of the continent's only inland sea. All traffic between the northern half and the southern half, and between the centre and the coast, passes through water Velinia patrols.
- It has no territory. Ten million people on islands and on a narrow coastal strip. The smallest territorial base and the greatest logistical lever.
Velinia is the knot, not the net. It produces almost nothing and moves almost everything — 70% of the inter-bloc freight in mineral travels in Velinian hulls.

The Mare Chori: 400 km wide at its narrowest, 900 at its widest. The southeastern portion is the Mar Tenebrum, contaminated since 1780 — and Velinia is the bloc with a maritime border with Hell.
