1. Where it is

43° to 51° N, the centre of the continent, on both sides of the Mare Chori. ~1,100 km north-south. Seven internal States. 120 million people in nine climates.

The three facts of position that decide everything:

1. It occupies the axis of ranges. Four of the seven Seals are in its territory — I Solar, II Twilight, III South and VII Deep East, the last of these at the front. The Order did not choose to be the guardian: it sits on top of the prisons.
2. It is in the middle of everything. Every trade route on the continent crosses clerical territory, and it is from that position — not from the gold, not from the doctrine — that the power to arbitrate comes.
3. It lies at the latitude that produces vine and wheat at the same time. The only one on the continent.
