43° to 51° N, the centre of the continent, on both shores of the Sea of the Choir. Some 1,100 km north to south. Seven internal States. A hundred and twenty million people across nine climates.
The three facts of position that decide everything: it straddles the mountain axis, with four of the seven Seals on its ground; it sits in the middle of every trade route on the continent, and it is from that position — not from gold, not from doctrine — that its power to arbitrate comes; and it holds the latitude that grows food, which is why it can feed an army it cannot otherwise pay for.
The Order did not choose to be the keeper of the prisons. It happens to live on top of them.
