What the tide produced: six years of continuous occupation in the east, time enough for the pact to stop being a crime and become an institution. It is the difference between the east and all the rest of the continent — the centre had four years of warning and the west had six, and neither of them was occupied.
1782 — the First Yes. A Veheranic frontier captain, Yvar Kolarov, accepts the third proposal in a conscious state, with troops under his command. It is not the first pact in canon: it is the first made by an officer in post, and it is that distinction that founds the Heptarchy.
1789 — the Division of the Seven Mouths. Nine years of skirmishing between courts end in a de facto partition. With no treaty. The fragmentation is born as a constitution.
