Ten milestones. Three territories that are not blocs: no diet, no currency, no reliable census. They have a garrison, a doctrine, and a number of dead per year.

They belong to nobody and everybody depends on them. A front has no one to represent it in a negotiation, and so it is always the first thing traded away and the last thing funded.

The corollary: each of the three is administered by an institution that does not govern it.
